What are the areas of agreement and disagreement between scholars and policymakers regarding an appropriate definition of terrorism? What are the various aspects or features most commonly found in definitions of terrorism? Select 3 or 4 specific features and explain why they are contentious. Although each terrorist organization is somewhat distinct in its membership, institutional make-up and overall objectives, scholars and policymakers have identified a common set of goals, strategies and tactics employed by most terrorist groups over time. Explain the basic goals, strategies and tactics of terrorists that seem to endure over time and space. What factors are central to an organization’s choice of strategy and tactics? How have these changed over time? What is meant by the claim that terrorist acts are “propaganda by deed”? Make sure that you use specific examples in your answer.
