The Commonwealth of Kentucky is grappling with concerns about how to best handle to its young adult/ emerging adult offenders. Other states have similar concerns. Referring to DiLoreto’s (2014) law review article outlined the special circumstances or “responsibilities” that appertain to young adult/ emerging adult offenders.
