How far would you agree that planning in Britain really goes beyond regulating and inhibiting development having regard to the tools and resources available to local planning authorities?

This question is concerned with developing understanding of the limits of planning activity in the UK. You should look at the remarks above in its their context ( Fulong Wu, Fangzhu Zhang and Zheng Wang, 2015, ‘Planning China’s Future: How planners contribute to growth and development’ RTPI Research Report No 12 ) before considering the specific powers and resources available to local planning authorities.
