Should there be a legal right to give to all offenders to form of rehabilitation?

After reviewing the readings and resources for this week, conductresearch and detail arguments on both sides of this issue. Then, choose a position on whether or not believe that there should be a legal right given to ALL offenders (Juvenile, Adult, Male, Female, Sex Offenders, etc) to receive some form of rehabilitation and defend it.
