For now, please can you research the current position with regard to the deployment of the armed services. In order to help frame the final advice, we need to consider the degree of constitutional change that is being proposed and how this could be enforceable legally. In other words, we need to consider the overall context in order to best advise the Government.

One other concern which I’d be grateful if you could consider is the possibility that this legislative proposal may be strongly opposed in the House of Lords. In this context please can you prepare some initial thoughts on whether it may be necessary for the Government to consider implementation of the Parliament Act procedure or whether such a measure is likely to be considered excessive and, if so, why?
