- Why is Hobbes considered one of the founding scholars of liberalism? What elements of Hobbes’ theory contradict liberalism? Be specific for both parts.
- Critics have argued that Locke’s legacy has led to an American experience that is selfish, atomistic, and rife with inequality. How might one support these criticisms? Do you agree? Be specific. Would Locke support a significantly increased tax rate on the top 100 wealthiest U.S. citizens?
- How does Hobbes describe the distinction between natural right (jus naturale) and natural law (lex naturale)? Are the conditions under which we pursue each different in the state of nature than under a civil authority?
- What defects does Locke identify with the state of nature? Be specific and include details and/or examples. What then, is the primary objective of entering into civil government? Under what conditions would we find ourselves in a state of war?
- Describe in detail what Hobbes means by “matter in motion.” Explain not only the phrase but the larger implications it has in Hobbes’ overall theory. Does Hobbes support the notion of a natural teleology of things?

- How would Locke respond to Governor Lee’s proclamation (see D2L)? Why is “the care of men’s souls” to not be within the purview of the civil magistrate?
